On the first morning, accompanied by Ou Ruiqi, Chairman of Latin America Investment Advisory Group, Kevin Xu — together with International Market General Manager Liu Gang and Chairman's Assistant Tao Guoxin — met at the Ministry of Health with Minister Dr. Miguel Mayo and Presidential Medical Adviser Dr. Temístocles Díaz Strunz, both cabinet-level officials. Xu presented MEBO's 30-year history in regenerative medical technology and the UN 'Every Woman Every Child' program, seeking their advice on launching UN public-welfare projects and physician training in Panama. Both offered warm support, and the Minister immediately called the National Burn Care Association to arrange a visit that same afternoon.

After the ministry meeting, the delegation was invited to lunch with Chinese Ambassador to Panama Wei Qiang. Xu introduced MEBO Group's history, its UN and Belt and Road public-welfare programs, and its intentions for investment and trade in Latin America; the Ambassador offered candid advice drawn from his many years of work in the region.

That afternoon, as arranged by the Minister of Health, the delegation visited Panama's National Burn Care Association to learn about the treatment and aftercare of pediatric burns in the country, and invited the association to join future 'Every Woman Every Child' activities in Panama — an invitation warmly accepted.
